Shovel Ready Projects Will Create Thousands of Jobs and Drive Economic Growth

 Governor Quinn Signs $1.1 Billion Capital Construction BillCHICAGO–(ENEWSPF)–July 22, 2014.  Governor Pat Quinn today signed a new state capital construction bill that invests $1.1 billion in road and bridge projects to improve transportation and create jobs and boost economic development across Illinois. The bill, which follows Governor Quinn’s successful six-year, $31 billion Illinois Jobs Now! capital construction program, will deliver more than 210 projects and create an estimated 14,300 jobs. The legislation is part of Governor Quinn’s agenda to create jobs and drive Illinois’ economy forward.

“With this investment in our state’s infrastructure, we are immediately putting people to work, making our world-class transportation system even stronger and generating economic development far into the future,” Governor Quinn said. “I applaud the General Assembly for passing the legislation, which allows us to begin making these much-needed improvements now.”

“After the historic winter we experienced, many of our roads and bridges are in desperate need of attention,” Acting Illinois Transportation Secretary Erica Borggren said. “This construction program is the shot in the arm that our transportation system and our economy needs.”

The Governor today signed House Bill 3794, the capital construction bill, at the Circle Interchange in Chicago. The Governor also signed Senate Bill 3224, that provides the General Obligation bond authorization needed to fund the $1.1 billion worth of transportation infrastructure improvements.

In addition to funding $1 billion in projects in the Illinois Department of Transportation’s (IDOT) FY2015-2020 Multi-Year Program, the new capital construction program includes $100 million for municipal and township governments to improve infrastructure at the local level. The funding, distributed and overseen by IDOT, will help communities throughout Illinois combat potholes and make other critical infrastructure repairs.

Governor Quinn’s Employ Illinois, an expansion of his efforts to train diverse workers for jobs in the construction industry and provide enhanced financial incentives to businesses that hire them, will be used in many of the projects funded by the $1.1 billion construction bill. Employ Illinois links job seekers with training and hiring initiatives offered by IDOT and the Illinois Tollway, and increases the incentive paid to contractors from $10 to $15 an hour for each program graduate they put to work.

In 2009, Governor Quinn spearheaded Illinois Jobs Now!, the state’s first capital construction program in a decade. The $31 billion capital construction program has been the largest in Illinois history, supporting an estimated 439,000 construction jobs. The program included $14.5 billion for highway transportation through 2015. To date, through the program dedicated for transportation needs, IDOT has awarded more than 6,500 projects worth $15.92 billion, creating and supporting nearly 200,000 jobs. These have included improvements to 8,188 miles of roadway and 1,402 bridges across the state.

Today’s bill signing, combined with Illinois Jobs Now! and the Illinois Tollway’s $12 billion capital program, Move Illinois: The Illinois Tollway Driving the Future, means the state of Illinois is carrying out one of the largest capital construction efforts in the nation.

Construction on many of the “shovel ready” projects has already begun this summer. A list of capital construction projects follows:

Capital Construction Bill Projects

Cook and DuPage County

$48 million to reconstruct the Interstate 55 bridges approaching Lake Shore Drive in Chicago.

$86 million to rebuild and repair the bridges at I-55 and Illinois 171 in the southwest suburbs.

$4.8 million to resurface Milwaukee Avenue in Niles, Chicago and Glenview.

$8 million to resurface Rand Road from the Lake County line to Golf Road and resurfacing projects on portions of Barrington Road, Sibley Boulevard and Kingery Highway.

Lake and McHenry County

$56.8 million to add lanes to U.S. 14 in Crystal Lake.

$18.5 million to reconstruct the U.S. 41 interchange with Illinois 132 interchange in Gurnee.

$9 million to resurface and rehabilitate U.S. 45/Illinois 21 (Milwaukee Avenue) in Lincolnshire and Buffalo Grove.

Kankakee and Will County

$52.1 million to initiate improvements at the I-55 interchange with Weber Road in Romeoville.

$10.5 million to reconstruct the Interstate 55 – U.S. 6 interchange in Channahon.

$22.3 million for resurfacings and a bridge replacement to Interstate 57 in Iroquois County.

$5.2 million to resurface 16 miles of Illinois 17 in Kankakee County and resurfacing work on U.S. 45/52 and Illinois 50 at locations in Kankakee County.

Ogle and Winnebago County

$26 million to resurface 31 miles of Interstate 39/U.S. 51 in Winnebago and Ogle counties.

Carroll, Henry and Whiteside County

$31 million to resurface 30 miles of Interstate 80 in Henry County.

$16.8 million to resurface Interstate 74/Illinois 110/Interstate 80 in Henry County.

$4 million to resurface 14.3 miles of Illinois 40 from Milledgeville to Coleta in Carroll and Whiteside Counties.

Bureau and LaSalle County

$3.1 million to add additional lanes to Illinois 26 in Bureau County

$2.8 million to resurface a portion of Illinois 71 in LaSalle County.

Marshall, McLean, Knox and Tazewell County

$14 million to resurface Interstate 39/U.S. 51 in Marshall County.

$13.3 million to resurface six miles of Interstate 155/Illinois 122 in Tazewell County.

$4.7 million to resurface 2.8 miles of Veterans Parkway in Bloomington.

$2 million to resurface 1.6 miles of Illinois 9 in Bloomington.

$5.5 million to replace Interstate 74 bridges over Henderson Creek in Knox County.

Champaign, Piatt and Vermilion County

$12.7 million to resurface and install new guard rails on 10.2 miles of Interstate 74 near Danville.

$10.1 million for almost nine miles of resurfacing and bridge repair on Interstate 74 in Piatt County.

$8.6 million for resurfacings and safety improvements to Interstate 74 in Champaign County.

$9 million for six miles of resurfacing on U.S. 45 between Rantoul and Thomasboro.

$2.6 million for 7.9 miles of resurfacing on U.S. 150 between Mahomet and Champaign.

$2.8 million to resurface 5.4 miles of Illinois 130 between Urbana and Philo.

Macon and Sangamon County

$27.8 million for resurfacing and bridge deck repair on 10.9 miles of Interstate 72/U.S. 51 in Macon County.

$22 million to resurface 13.4 miles of Interstate 72 between New Berlin and Springfield.

$19.7 million to resurface 12.6 miles of Interstate 55 north of Lincoln.

$6.1 million to replace the bridge decks on Illinois 105 over Lake Decatur.

$4.6 million for resurfacing and bridge deck repair on Interstate 55 between the Lake Springfield bridge and Southwind Road.

$3.5 million to resurface 1.9 miles of Veterans Parkway from J. David Jones Parkway to Jefferson Street in Springfield.
