Highlights:

  • At 8:00 pm EDT October 29, the National Hurricane Center reported Sandy made landfall near Atlantic City, NJ as a post tropical cyclone.
  • As of 2:00 pm EST November 4, there are 1,855,958 customers without power in the affected States. 6,655,293 customers have been restored out of the 8,511,251 combined total peak outages reported in the Situation Reports for all 21 States affected. Restoration estimates and efforts by electric utilities are reported below.

  • Yesterday (November 3) the Energy Information Administration (EIA) released a report on the Retail Motor Gasoline Supply in the New York City Metropolitan Area. EIA estimated, based on an emergency survey of gasoline availability, that 38 percent of gas stations in the New York Metropolitan area do not have gasoline available for sale. This is a decrease from the 67 percent which EIA estimated did not have gasoline available for sale on November 2.   • Over 100 personnel and equipment from the US Department of Energy’s Power Marketing Administrations are scheduled to be assisting in the Hurricane Sandy restoration efforts.  
  • On November 2, the Department of Homeland Security, in consultation with the US Department of Energy, issued a waiver of the Jones Act to allow foreign flagged oil tankers coming from ports in the Gulf Coast Petroleum Administration for Defense District (PADD 3) to deliver petroleum products to ports in the New England and Central Atlantic PADDs (PADDs 1a and 1b). Ships under this waiver must load by November 13th and offload at their destinations by November 20th. This waiver was amended yesterday to allow for the transportation of other feedstocks, blending components, and additives used to produce motor fuels.

  • ESF 12 is staffing the FEMA National Response Coordination Center (NRCC) in Washington, DC; the FEMA Region I Regional Response Coordination Center (RRCC) in Hartford, CT, the FEMA Region II RRCC in Colts Neck, NJ, New Jersey State EOC in West Trenton, NJ, and the New York State EOC in Albany, NY.

Refineries

  • Trade press reported yesterday (November 3) that power had been partially restored at Hess’s Port Reading, NJ facility but full restart of the refinery was still days away. Full power restoration is required to complete an assessment of the facility equipment before the restart process can begin.

Ports 

  • As of 1:00 pm yesterday (November 3), The Port of New York and New Jersey are open to all vessel transits with the exception of the Arthur Kill south of the Goethals Bridge. Vessel entry to the Port and anchorage use is limited to vessels with an approved facility berth or orders to bunker or lighter at anchor.  

Petroleum Terminals 

  • Trade press reported yesterday (November 3) that at the International-Matex Tank Terminals (IMTT) terminal in Bayonne, NJ, half of the facilities at the site were back to normal operations and the facility was awaiting nominations from its customers. The report also stated that damage assessments at the site did not indicate fuel leakage from tanks or pipelines.  
  • The table below lists the status of 55 petroleum terminals impacted by Hurricane Sandy.

Petroleum Pipelines 

  • Today (November 4), Colonial pipeline reported commercial power was restored to its Linden, NJ facility. The company also reported that all of the delivery lines out of the Linden facility are operable. Colonial Pipeline reported November 1 that it restarted a large section of the Northeast mainline which was shut down on October 29.
  • As of yesterday (November 3), Buckeye had restarted all of its operations; power has been restored to Buckeye Pipeline, including its Linden, NJ facility. The pipeline is supplying jet fuel to the 3 airports in the New York City area. 

Electric Restoration Information 

Connecticut 

  • The United Illuminating Company (UI) has projected it will complete service restoration to 95 percent of its customers before midnight tomorrow (November 5). The restoration team includes 971 personnel working in the field (482 overhead line, 227 line clearance, 164 damage assessors and 98 service personnel). UI expects to have power restored to all 192 polling centers within its service territory.  
  • Connecticut Light and Power (CL&P) reported Friday (November 2), that they expect that the vast majority of its customers will have power restored by Tuesday (November 6). The total number of storm responders is now more than 7,000, including 2,606 outside line workers from 16 and four Canadian provinces. Over 569 licensed electricians are available to assist with individual customer service wire reattachments. CL&P estimates over 800 utility poles will be replaced and 78 miles of overhead electrical cable will be restrung.  

Maryland 

  • FirstEnergy Corp. estimated today (November 4) that in Maryland, the majority of customers in the hardest hit area of Garrett County should have power restored by Tuesday.
  • Most areas will in FirstEnergy’s Mon Power service territory who still do not have power should be restored by Thursday (November 8). Some parts of Tucker, Randolph, Greenbrier, Mineral and Webster counties will not be fully restored until next Friday (November 9).  

New Jersey  

  • Yesterday (November 3), the State of New Jersey released power restoration plans from Public Service Electric and Gas, Jersey Central Power and Light, and Atlantic City Electric. The State also stated that there are 16,000 mutual aid/work crews from in State and out-of-State in New Jersey working to restore power. The restoration plans can be found at: http://www.state.nj.us/governor/news/news/552012/approved/20121103a.html.    
  • Public Service Electric and Gas (PSE&G) reported today (November 4) they have now restored 95 percent of customers in their Southern region that includes portions of Burlington, Mercer, Camden and Gloucester counties. As work is completed, crews in South Jersey will be reassigned to work in other parts of the state. There are seven substations that remain without power (six in Hudson County and one in Bergen County). PSE&G estimates three of the Hudson County substations and the Bergen Country station will be restored today. They expect the final three substations will be restored tomorrow. The utility has more than 100 out-of-state workers who specialize in substation repairs, many of whom are concentrating their efforts in Hoboken. More than 3,600 mutual aid line workers and tree contractors from out-of-state are assisting the in restoration.
  • Orange and Rockland (O&R), serving New Jersey, New York, and Pennsylvania reported today (November 4) crews and their 75 trucks from California were air-lifted by military transport to Stewart Airport in Newburgh on Friday and yesterday joined O&R’s effort, along with National Guard troops from the 42nd Infantry Division in Troy. The National Guard’s main focus will be helping to clear roads and ensure that areas with downed wires remain safe. O&R expects to bring electricity back to the vast majority of the remaining 95,000 affected customers this week. O&R estimates to have 90% of the 250,000 customers affected by the hurricane back in service Nov. 11.
  • Jersey Central Power & Light (JCP&) reported yesterday (November 3) that the majority of customers are expected to be restored by next Wednesday, November 7. Customers in the hardest-hit areas can expect to be restored throughout the following week. A significant number of customers will not be able to receive service until damaged roads, infrastructure and homes are rebuilt.
  • Atlantic City Electric (ACE) stated yesterday (November 3) that with more than 90 percent of customers back in service after Hurricane Sandy, they have released over 700 mutual assistance personnel they received from utilities as far away as Texas and Alabama to help utilities to its north.  

New York

  • Con Edison reported today (November 4) that all of its Manhattan networks are re-energized. The remaining customers in Bronx, Brooklyn, Queens, Staten Island, and Westchester county are estimated to be restored by midnight November 11. Restoration times by location can be found at: http://apps.coned.com/stormcenter_external/default.html.  More than 2,000 utility workers from as far away as California are working in New York City and Westchester County to assist in restoration efforts. More than 300 additional outside utility workers are scheduled to arrive in New York today.
  • Central Hudson stated today (November 4) that approximately 145 utility mutual aid, contract electric and tree trimming personnel have completed their work in restoring power to Central Hudson customers and are traveling to Long Island, Westchester County and southeastern Putnam County, in cooperation with the New York Mutual Aid Group (NYMAG).
  • New York State Electric and Gas (NYSEG) reported yesterday (November 3) the company expected that the vast majority of customers would be restored by midnight yesterday, with remaining customers restored by midnight Wednesday (November 7). NYSEG reported more than 2,600 personnel are on the job. Crews have come from as far away as Nova Scotia, Missouri, North Carolina, Texas and Minnesota.
  • Long Island Power Authority (LIPA) stated today (November 4) that they expect 90 percent of their customers to be restored by Wednesday (November 7). In the areas of Brookville, St. James, and Port Jefferson, LIPA stated that power restoration could extend beyond next week. LIPA also estimated that there are up to 100,000 customers from the most severely flooded areas on Long Island whose homes and businesses currently may be unable to receive power. The company said it is working with local authorities in those communities to determine whether and when homes and businesses will be fit to safely receive electric service. As of 10 am today, LIPA has restored 40 of the 50 substations that were out of power. There are over 8,000 personnel currently supporting the LIPA restoration including over 3,800 High Voltage and Tree Trim Crews working on the system.

  • In Ohio, FirstEnergy estimated today (November 4), the following restoration estimates:

o Sunday Night (November 4): Beachwood, Berea, Brecksville, Broadview Heights, Mayfield Heights, Mentor, North, Royalton, Olmsted, Parma, Perry, Strongsville

o Tomorrow Night (November 5): Avon, Avon Lake, Bay Village, Brooklyn, Brookpark, Cleveland Heights, East Cleveland, Euclid, Fairview Park, Lakewood, Lyndhurst, Middleburg Heights, North Olmsted, Rocky River, Seven Hills, South Euclid, Westlake, Willoughby

Pennsylvania

  • PECO stated today (November 4) that most of the remaining customers should have service restored during the weekend. Some customers in the most damaged and isolated areas may be without electricity until early next week. In all, more than 4,700 employees and contractors (of those, 3,700 are working in the field) are working to repair this damage and restore service to customers. These include workers from utilities as far away as Tennessee, Kentucky, Louisiana, Mississippi, Maryland, Florida, and from PECO’s sister utilities: Chicago-based ComEd and Baltimore-based BGE. PECO field forces have completed more than 13,000 repair jobs. Crews have replaced 87 miles of wire, 11,834 fuses, 1,480 cross arms, 300 poles, and 145 transformers.  
  • First Energy, which includes PennPower, WestPenn Power, Met-Ed and Penelec, reported PennPower and WestPenn Power are both fully restored. In the Met-Ed service territory, in Boyertown, Reading, Hamburg, Easton and Stroudsburg Counties, the majority of customers should be restored by Monday, November 5; with remaining customers restored by Wednesday (November 7).
  • PPL Utilities reported today (November 4) they have moved another 100 line workers into eastern Pennsylvania today, specifically to the Poconos and northeast Pennsylvania, the Lehigh Valley and Bucks and Montgomery counties. This is in addition to the more than 600 line additional line workers moved into the region during the past two days. The goal remains to restore all affected customers by 11 pm. today, though it is possible that some outages will remain into tomorrow.

West Virginia

  • Appalachian Power (AEP), reports that, in West Virginia, most of the remaining outages are in Boone, Fayette, Lincoln, Kanawha, Raleigh and Wyoming counties. AEP estimates that in Boone, Cabell, Clay, Fayette, Kanawha, Lincoln, Logan, Nicholas, Putnam, Raleigh, Roane and Summers counties, power will be restored by late tonight (November 4).  
  • Mon Power, a FirstEnergy subsidiary, reported Thursday (November 2) that the majority of its affected customers in West Virginia should be restored by late tonight. Times for complete restored estimated yesterday (November 3) include:

o Tuesday (November 6) – Lewis and Upshur counties

o November 7- Clay county

o November 8 – Barbour, Braxton, Grant, Nicholas, and Preston counties; and

o November 9 – Greenbrier, Randolph, Tucker, and Webster counties.

  • Potomac Edison, a FirstEnergy Subsidiary, reported today (November 4) that the majority of its affected customers in West Virginia were restored by the end of the day yesterday. The company estimates that 95 percent of Garrett County customers should to be restored by midnight tomorrow (November 5).
