Department of Energy Hurricane Sandy Situation Report # 17, November 5, 2012 (3:00 PM EST)

Highlights:

  • At 8:00 pm EDT October 29, the National Hurricane Center reported Sandy made landfall near Atlantic City, NJ as a post tropical cyclone.
  • As of 2:00 pm EST November 5, there are 1,351,683 customers without power in the affected States. 7,159,568 customers have been restored out of the 8,511,251 combined total peak outages reported in the Situation Reports for all 21 States affected. Restoration estimates and efforts by electric utilities are reported below.

  • Yesterday (November 4) the Energy Information Administration (EIA) updated its report on the Retail Motor Gasoline Supply in the New York City Metropolitan Area. EIA estimated, based on an emergency survey of gasoline availability, that 27 percent of gas stations in the New York Metropolitan area do not have gasoline available for sale. This is a decrease from the 38 percent which EIA estimated did not have gasoline available for sale on November 3.   • ESF 12 is staffing the FEMA National Response Coordination Center (NRCC) in Washington, DC; the FEMA Region I Regional Response Coordination Center (RRCC) in Hartford, CT, the FEMA Region II RRCC in Colts Neck, NJ, New Jersey State EOC in West Trenton, NJ, and the New York State EOC in Albany, NY.

Ports 

  • The Port of New York and New Jersey are open to all vessel transits with the exception of the Arthur Kill south of the Goethals Bridge. As of this morning (November 5), the Coast Guard reports that vessels may transit the Arthur Kill waterway but must do so at slow speed to avoid interfering with the ongoing oil spill clean up operations at Motiva’s Sewaren, NJ terminal. 

Petroleum Terminals 

  • A total of 57 terminals in the path of Hurricane Sandy have reported on their status in the aftermath of the storm. As of 1:00 pm today (November 5), reports indicate that 47 terminals are open and 10 terminals are shut.

Petroleum Pipelines 

  • Yesterday (November 4), Colonial pipeline reported commercial power was restored to its Linden, NJ facility. The company also reported that all of the delivery lines out of the Linden facility are operable. 

Electric Restoration Information 

Connecticut 

  • The United Illuminating Company (UI) reported today (November 5) they are working to restore the remaining five percent of customers in their service territory and estimate that the vast majority of these customers will have power restored by tomorrow. The restoration team includes 971 personnel working in the field (482 overhead line, 227 line clearance, 164 damage assessors and 98 service personnel).  
  • Connecticut Light and Power (CL&P) reported yesterday (November 4) that they are working to restore the remaining three percent of customers in their service territory and estimate that the vast majority of their customers will have power restored by tomorrow. The total number of storm responders is now more than 7,000, including 2,606 outside line workers from 16 States and four Canadian provinces. All public schools and the roughly 750 polling locations in CL&P’s service territory have power this morning (November 5). 

Maryland 

  • Potomac Edison, a FirstEnergy Corp. subsidiary, announced yesterday (November 4) that in hard-hit Garrett County, the majority of customers will be restored by midnight tomorrow (November 6). 

New Jersey 

  • The State of New Jersey released power restoration plans from Public Service Electric and Gas, Jersey Central Power and Light, Atlantic City Electric, and Orange & Rockland. The updated restoration plans can be found in the “Information Sources” section at: http://www.state.nj.us/nj/home/features/spotlight/hurricane_sandy.shtml.  
  • Public Service Electric and Gas (PSE&G) reported today (November 5) that they expect to restore service to all customers by Friday (November 9), but stated that the majority of customers would be restored before then. There are five substations that remain without power (all in Hudson County). PSE&G stated they are working to get all five energized sometime today. The company has restored power to 78 percent of the gas stations and 80 percent of the schools in their service territory. Working with local officials, PSE&G crews are targeting restoration of power for polling stations where possible.  
  • Orange and Rockland (O&R), serving New Jersey, New York, and Pennsylvania estimates to have 90% of the customers affected by Sandy back in service by Sunday (November 11). The O&R team now totals 3,500 workers—including 1,000 employees and 2,500 contract personnel from across the country— is the largest workforce in O&R history.
  • Jersey Central Power & Light (JCP&L) reported today (November 5) that the majority of customers are expected to be restored by Wednesday (November 7). Customers in the hardest-hit areas can expect to be restored throughout the following week. A significant number of customers will not be able to receive service until damaged roads, infrastructure and homes are rebuilt. About 6,800 professionals, including 3,500 linemen and 1,400 forestry workers, are focused on restoring power to the remaining customers. An additional 200 linemen are expected to arrive today (November 5). Crews have repaired transmission lines that feed local substations. The 34.5 kV circuits in the entire northern JCP&L region, stretching from Mercer County to Sussex County, were restored last night. JCP&L crews were working with transmission linemen supplied by FEMA to restore the 34.5 kV circuits in Monmouth and Ocean counties.
  • Atlantic City Electric (ACE) stated the estimated time of restoration for the remaining affected customers is 6 pm today (November 5). 

New York 

  • Con Edison reported today (November 5) that the remaining customers in Bronx, Brooklyn, Queens, Staten Island, and Westchester County are estimated to be restored by midnight next Sunday (November 11). Restoration times by location can be found at: http://apps.coned.com/stormcenter_external/default.html.  More than 2,000 utility workers from as far away as California are working in New York City and Westchester County to assist in restoration efforts. An additional 300 outside utility workers arrived yesterday.
  • Central Hudson reported yesterday (November 4) that they are working to restore power to the reaming one percent of customers who still have no power.
  • New York State Electric and Gas (NYSEG) reported today (November 5) that their team has grown to 3,300 front line and support personnel as line and tree crews are being added to the NYSEG power restoration team as they are released from utilities and contractors across the country and from Canada. More than 550 line and tree crews from as far away as Nova Scotia, Missouri, North Carolina, Texas and Minnesota are on the job. The company expects that virtually all customers will be restored by midnight Wednesday (November 7).
  • Long Island Power Authority (LIPA) reiterated today (November 5) that they expect 90 percent of their customers to be restored by Wednesday (November 7). In the areas of Brookville, St. James, and Port Jefferson, LIPA stated that power restoration could extend beyond next week. LIPA also estimated that there are up to 100,000 customers from the most severely flooded areas on Long Island whose homes and businesses currently may be unable to receive power. Many homes south of Montauk will need inspection from licensed elections in order to receive power; LIPA is working with Suffolk County, New York State, and FEMA officials to assist in this process. All substations that power Long Island’s electric system have been restored. Nearly 10,000 restoration workers, including 5,200 linemen from throughout the country, continue to work to restore homes and businesses. To further support this effort, an additional 1,700 restoration workers arrived on Saturday (November 3) and 1,100 workers arrived yesterday. A portion of those crews were airlifted in by the National Guard from as far away as California, Washington and Arizona.

Ohio 

  • Illuminating Company, a FirstEnergy subsidiary, released the following restoration estimates yesterday (November 4): 

o Tonight (November 5): Avon, Avon Lake, Bay Village, Brooklyn, Brookpark, Cleveland Heights, East Cleveland, Euclid, Fairview Park, Lakewood, Lyndhurst, Middleburg Heights, North Olmsted, Rocky River, Seven Hills, South Euclid, Westlake, Willoughby 

Pennsylvania 

  • PECO reported today (November 5) that they expects to restore service to most customers by late tonight. Those who lie in the most severely damaged areas (including parts of Bucks, Chester, Delaware, Montgomery, and Philadelphia counties, should have service restored in the next couple of days. In all, more than 4,700 employees and contractors (of those, 3,700 are working in the field) are working to repair this damage and restore service to customers. These include workers from utilities as far away as Tennessee, Kentucky, Louisiana, Mississippi, Maryland, and Florida. Additionally, PECO’s sister utilities, Chicago-based ComEd and Baltimore-based BGE, have sent crews.
  • In the Met-Ed service territory, in Boyertown, Reading, Hamburg, Easton and Stroudsburg Counties, the majority of customers should be restored by today (November 5); the remaining customers should be restored by Wednesday (November 7).
  • PPL Electric Utilities (PPL) reported yesterday (November 4) the extent of the destruction will require some repairs to extend into today. Backed by the largest force ever assembled by PPL, they expect to complete work today in the areas of Lehigh, Northampton, Bucks, Montgomery and Wayne counties in eastern Pennsylvania. PPL continues to move workers into those communities as crews complete work elsewhere. Power was restored last night at all public schools and voting locations in the PPL service area. 

West Virginia 

  • Appalachian Power (AEP), reports today (November 5) that, in West Virginia, the less than 600 scattered remaining outages in Fayette, Kanawha, and Wyoming Counties will be worked on today (November 5).
  • Mon Power, a First Energy Corp. subsidiary, reported Sunday (November 4) that the majority of its affected customers in counties are expected to be restored by midnight Friday (November 9). Restoration estimates include: 

o Today (November 5): Coalton (Randolph County) , Norton (Randolph County), 

o Tomorrow (November 6): Widen (Clay County), Lewis County, St. George (Tucker County), Upshur County, Harman (Randolph County) 

o Wednesday (November 7): Rowlesburg (Preston County) 

o Thursday (November 8): Barbour County, Braxton County, Grant County, Nicholas County 

o Friday (November 9): Webster County, Mineral County, Greenbrier County, and the remainder of Clay, Randolph, Preston, and Tucker counties. 

  • Potomac Edison, a FirstEnergy Corp. subsidiary, reported yesterday (November 4) that the majority of its affected customers in West Virginia have been restored.
