New Survey of 100 Illinois Child Care Providers Shows Devastating Effects from Rauner Rules Changes

CHICAGO –(ENEWSPF)–November 5, 2015.  An anonymous survey of 100 child care providers in 33 municipalities conducted in recent weeks shows that parents are being denied child care at a rate that could be well beyond current estimates as a result of rules changes instituted unilaterally by the Rauner administration July 1st.

The survey was conducted by Child Care Advocates United, a nonprofit that represents more than 400 providers. It found that almost 2500 Illinois families had been denied coverage since the rules went into effect. Given that these providers represent only 2.7 percent of all Illinois providers that receive Child Care Assistance Program (CCAP) subsidies, this suggests a massive number of parents and children denied care.

The survey also found that 75 percent of the child care centers reported layoffs and that 2052 child care slots remained vacant.

“Illinois stands alone in the United States in freezing child care eligibility and now we are seeing the disastrous effects. The rules changes put into place by Governor Rauner are destroying child care in Illinois before our eyes. He is not merely destroying the livelihood of our providers, he is eliminating the tools that thousands of parents, and their children, have to enter the middle class.

We call on Governor Rauner immediately to rescind these rule changes and stop the destruction of CCAP.”
