Park Forest Police Report for April 13, 2009


Clarence L. Gill, 31, 16509 Oxford Dr., Markham, was arrested on April 4 and charged with resisting a peace officer, fleeing/attempting to elude a police officer, improper use of registration, improper turn, speeding, driving in the wrong lane, driving while license was suspended, and operation of an uninsured motor vehicle. An officer traveling south on Western Avenue approaching Sauk Trail was behind the vehicle Gill was driving. He ran the Illinois registration on the vehicle and found that it belonged to a different car and that the plates were expired, according to police.

An officer responded on April 4 to a residence in the 200 block of Sauk Trail to investigate a complaint that there was a large amount of dog feces in the rear yard of a neighbor’s residence. The matter will be referred to the Mediation Task Force.

A 2006 Toyota Corolla, Illinois registration X44 1000, was reported stolen from the first block of North Arbor Trail on April 4.

A laundry room window of a residence in the 100 block of Westwood Street was reported shattered on April 4.

A juvenile was arrested on April 5 and charged with unlawful possession of alcohol by a minor when an officer on patrol at the intersection of Wilson and Wilshire Streets conducted a field interview with a juvenile. According to police, the officer smelled a strong odor of alcoholic beverage coming from the juvenile’s breath.

Randy A. Madewell, 45, 62 Marquette St., Park Forest, was arrested on April 7 and charged with retail theft when police were dispatched to a business in the first block of Main Street to investigate a report of a theft that had just occurred.

James M. Jackson-Burnett, 18, 255 Arrowhead St., Park Forest, was arrested on April 7 and issued a municipal citation charging possession of cannabis when a detective on patrol after 11:20 p.m., in the area of Algonquin School, observed a subject wearing dark clothing walking northbound on the bike path toward the train tracks. The detective approached the subject and conducted an investigative stop.

Hubert J. Lackings, 23, 263 Minocqua St., Park Forest, was arrested on April 8 and charged with one felony count of possession of a controlled substance when an officer was dispatched to a residence in the 200 block of Minocqua Street to investigate a report of a domestic disturbance. Lackings was also charged with domestic battery and processed on two traffic warrants, according to police.

A Nintendo Wii gaming system valued at $250, two Nintendo DS Light gaming systems valued at $160 each, an Xbox 360 online camera valued at $50, 30 Nintendo Wii games valued at $49.99 each, two Apple iPods valued at $400 each, and miscellaneous jewelry items valued in excess of $6000 were reported stolen from a residence in the 200 block of Arcadia Street on April 8.

Police were dispatched to US Bank, 99 Indianwood Boulevard, on April 8 to investigate a report of deceptive practice. According to police, a black male came to the bank and presented a handwritten counter withdrawal slip for $10,000, and also tendered an Ohio ID card. According to police, the account number was confirmed as an open account belonging to the name given by the subject. The male subject was challenged by use of the account password, which he provided, according to police. The transaction was later determined to be fraudulent. According to police, the same subject made two withdrawals from the US Bank in Bolingbrook, Illinois, for a total of $20,000 on the same day, according to police. The subject allegedly attempted to withdraw an additional $20,000 from the US Bank branch in Downers Grove, Illinois, later in the day, and was taken into custody by police at that time. The incident has been turned over to the Detective Division for further investigation.

Paul D. Green, 29, 230 Allegheny St., Park Forest, was arrested on April 8 and charged with possession of cannabis. According to police, Detectives Taylor and Beilke were patrolling the Eastgate subdivision when they observed four subjects standing in the driveway near a house in the 200 block of Allegheny Street. The property is currently boarded-up and vacant, according to police. According to police, as Det. Taylor approached the subjects, Det. Beilke observed Green turn away from Det. Taylor and allegedly toss a clear object on the ground. Detective Taylor checked the area where the object was tossed and located a small, clear plastic bag containing a green leafy substance, suspect cannabis, according to police.

Police were dispatched to Algonquin School, 170 Algonquin St., on April 8 just before 8:00 p.m., to investigate a report of a dumpster on fire. Upon arrival, Officer Morache observed a dumpster directly south of the school engulfed in flames. The officer did not observe anyone in the area of the school or the dumpster. According to police, the heat from the fire melted the plastic slats running through the middle fence, damaging the fence. The Park Forest Fire Department responded to the scene and extinguished the fire, according to police. Police continue to investigate.

An officer was dispatched to the Park Forest Police Department on April 8 to investigate a report of fraud. A resident reported that her debit card had been lost or stolen and had received a letter from her bank indicating that her account was overdrawn, though she had not made any withdrawals or deposits on February 9, 2009, according to police.

A front window of a residence in the 300 block of Westgate Street was reported shattered on April 9.

Denesha Dunigan, 28, 1506 Broadway, LaFayette, IN, was arrested on April 10 and charged with unlawful possession of cannabis when an officer traveling southbound on Western Avenue observed the vehicle Dunigan was driving allegedly turn left onto Steger Road without entering the left turn lane, according to police.

A juvenile was arrested on April 10 when police were dispatched to a residence in the 100 block of Shabbona Drive to investigate a report of a domestic disturbance. The Juvenile Division is reviewing the case.
