ROCKFORD —(ENEWSPF)–October 26, 2015. A former Davis, Ill. resident pleaded guilty today before U.S. District Judge Frederick J. Kapala to a charge of failure to register under the federal Sex Offender Registration and Notification Act (“SORNA”). MARK STEPHEN CURTIS, 29, who moved from North Carolina to Davis, Ill. during September 2014, admitted in a written plea agreement that he was a sex offender required to register in Illinois under SORNA. According to the plea agreement, Curtis remained a resident in Davis, Ill. until at least Oct. 19, 2014, but did not register as a sex offender as required, despite knowing that he needed to register within three days of moving to a new state.
