In a letter to Congress yesterday, the American Civil Liberties Union asked Congress to investigate allegations that a U.S. Army general improperly ordered military personnel to conduct “psychological operations” (PSYOPS) on members of Congress to manipulate them into supporting funding for the war in Afghanistan.
