Yesterday evening, Representative David Price (D-NC) introduced H.R. 6448, the Empowering Citizens Act (ECA), calling for passage of comprehensive campaign reform to empower citizens in all federal elections and reduce the influence of outside groups such as Super PACs. The ECA combines the ideas behind Reps.
