Lincoln, NE–(ENEWSPF)–February 20, 2014. Yesterday the Lancaster County District Court found that L.B. 1161, which amended state pipeline siting laws to clear the way for Keystone XL, was unconstitutional. The law, which was passed by the state legislature and signed by Governor Heineman in 2012, was challenged by three Nebraska landowners.
